Ohio Public School Funding Essay Ohio public school funding is complicated. Funding of public schools in Ohio is trough states combination i. e. federal government contributing about 6 percent, Ohio state 44 percent while the local tax account to more than 50 percent. The formulas for school funding are provided by the state and this determines the amount that is received by each district. As a result more wealthy districts often raise more amounts than less wealthy districts. On the other hand the state set up the guaranteed amount that each district is supposed to raise and these amounts are not based on the actual expenses that are used to fund the schools (Brandt, 2003). The delegation of responsibilities of funding to local districts and heavy reliance on property tax in Ohio, have contributed to inequalities for school children across the country From the time the first decision was released in 1997, there have been substantial benefits, although the decisions from the Supreme Court have not been enforced. In this regard this paper will focus on the system of school funding in Ohio State and how the public and supreme court has responded to the system. In addition the paper will focus on the current plans of funding, Ohio school expenditure and potential solution to the system (Brandt, 2003). Public school funding in Ohio The system of funding of public schools relies much on local districts property tax and this has resulted to big differences since the system depends on the amount of money the district is able to raise. The system has caused problems for the poor suburban, rural and even urban schools. For example, in 2003, Coshocton County raised only 7,529 US dollars while Cuyahoga County was able to raise 17,735 US dollars of school funding from the property taxes and state. There are inequalities and some public schools use Xeroxed copies or outdated textbooks. Some of the buildings in which the school children attend their classes have been condemned. Other school struggle to raise money to cater for basic needs such as paying school librarian. Some individual say that the problem is due to lack of care that is exhibited by poor schools. However, considering the efforts people make ion paying tax, individuals in poor districts contribute large portion of money that they have but they are not in a position to raise as much money as the wealthy districts. In addition wealthy districts have valuable properties that fetch a lot of money as compared to poor districts. The state of Ohio spends a large portion of its tax on private schools. These private schools that are owned by private companies aims at making profits and do not care a bout the local tax payers. In Ohio when the value of the properties increases the state decrease it’s funding. The states assume that the tax from the properties is directed to school funds. On the other hand public schools do not realize increase of funding since local taxes are normally fixed at the property value at time of last levy. Due to the gross inequalities DeRolph Dale, along with several district schools filed a case against Ohio State in 1991, and stated that the system of funding that is used in the country is unconstitutional. The supreme court of Ohio State began to investigate this system and resulted to establishment of major decisions of the Supreme Court. In 2001, the Supreme Court declared the system as unconstitutional, and directed the general assembly to provide solution (Walker, 2005). Since that time Supreme Court made ruling on the funding system the state has responded by establishing numerous legislations in order to solve the problems of the funding system. However, the problems in funding system still exist and the state has been unable to solve them. When the first decision of Supreme Court was released in 1997, the senate president said that the Supreme Court cannot enforce its rules. In 2001, the president said that Ohio State has no money and therefore Supreme Court has problems (Phillis, n. d). On the other hand following the ruling of Supreme Court there is a great dramatic impact in the funding of public schools in Ohio and many public schools are being constructed and the existing schools renovated. Before 1997 the state did not have priorities to support public schools. In 1997 the decision of DeRolph I influenced the state to support public schools and since then it have provided more than five million US dollars. Bryan Tully in Accounting for Transsexualism and Transhomosexuality writes, "In Antiquity, Hippocrates considered transvestism in men to be an illness sent by the Gods" (1). His comments indicate how long transvestism has existed and been recognized. Tully also explains that the first report of transsexualism in medical history took place around 1853, yet neither transsexualism nor transvestism were scientifically researched until after the Second World War. Around the 1950's the most famous account of transsexualism, meaning an actual operation, occurred when a Danish man named George Jorgensen was surgically castrated to make him "feel" more like a woman. He also got his name changed to Christine Jorgensen. By using these accounts, it can be understood that these are not "new" fads, but true dilemmas that have their own history. Transsexualism and transvestism are variations from society's views of "normal" sexual behavior. These variations of the norm are explained as being disorders and are almost exclusively found in men. Transvestism is the activity of cross-dressing for sexual arousal from that specific object, whether it be clothing, shoes, or what. This can simply be called a fetish. The reasoning behind the few cases reported of female transvestism is explained in the following statement. "The culture apparently permits a greater range of fashion to women. The male transvestite wears female undergarments and uses makeup to achieve a female appearance" (Feinbloom 17). The only reason transvestites do not cross-dress for is to "transform themselves temporarily into an entity that more closely matches their own identity" (Brown 36). This is a description of why a transsexual would cross-dress. This is the difference between transvestites and transsexuals. Transvestites feel that their assigned gender is "correct" for them, and transsexuals do not feel that theirs is necessarily "correct". This mind and body incongruity of the transsexual has also been recently referred to as gender identity disorder (GID). Male cross-dressing can be divided into three groups: homosexual (attracted to the same sex) transvestites, heterosexual (attracted to the opposite sex) transvestites, and bisexual (attracted to both sexes) transvestites. Homosexual transvestites dress for egotistical reasons or to be sexually attractive to other men. Heterosexual transvestites are compulsive cross-dressers. In the beginning their cross-dressing is purely for erotic purposes. "To use as a measure of the sources of genital pleasure and self-identity, both the homosexual and heterosexual male transvestite see themselves as male and would be most uncomfortable at the thought of sex-reassignment surgery" (Feinbloom 18). James I’s Intolerance of the Catholic Faith Essay

Do you agree with the view that the main cause of the Gunpowder Plot of 1605 was James I’s intolerance of the catholic faith? It was the lack of tolerance in which James showed toward the Catholic faith, but also the large amounts of tolerance to the Protestants in the mean time. James was, almost, too pleasant towards the Protestants and therefore angered the Catholics as he did so, leaving the Catholic’s wanting to display that the intolerance shown towards them was unacceptable. Therefore, historians are able to infer that it was due to James’ attitudes towards the catholic faith that the Gunpowder Plot took place. Source 2 and 3 both agree that the gunpowder plot was due to James dealing with the Catholic faith with a very harsh attitude, also pushing the Catholics into taking measures such as ‘massacres, rebellions and desperate attempts against the King and State’ due to the King driving them to. James ‘dealt severely [..] he took a lot of money’ which he, evidently, didn’t implicate amongst the puritans. James shows a lot of hatred towards the Catholics and their faith through the way he dealt with them. Source 4 supports evidence shown through both source 2 and 3 in the way that it is expressing the ‘utter detestation’ he had of Catholicism and how he was happy to show his ‘hostility against the Catholics in order to satisfy the Puritans’. James states how he couldn’t comply with all the needs of the Catholics which they present to them, however he made no effort to even think about contemplating those needs of the Protestants. The kings hatred towards the Catholics, however, may also have been due to the influence of his inherited chief minister, Robert Cecil, who from Source 3 we can understand himself didn’t enjoy having the Catholic faith around, being warned that if the harshness shown towards them wasn’t to stop then the king would have to intervene in ‘massacres, rebellions and desperate attempts against the king and state’. However, Robert Cecil, down to his own despise of the faith manipulated the situation, applying a larger amount of pressure upon James to continue to treat the Catholics with a harsh manner, shown in source 5, ‘Cecil used every opportunity to infer to James that the popes were rivals to his authority [†¦] something James could not tolerate’ . Source 5, unlike source 3, states how Cecil was a ‘staunch protestant’ seeing the Catholics as being ‘tantamount to traitors’ due to their beliefs opposing the king by referring back to the pope, although they both show that Robert Cecil is using his own viewpoint to affect the way in which the King undertake the ‘issue’ of the Catholic faith, just in diverse ways, and therefore a possible cause of the gunpowder plot, which many historians would argue, was due to James’ ministers themselves, influencing the kings beliefs and ideals. Robert Cecil through his influence over the king shown in source 5 can also be supported in source 1 with him stating that the King has been too tolerable of the Catholics and how the king should be harsher towards them and how ‘the King’s excessive kindness’ has resulted to ‘priests preach that Catholics much kill the Kings to help their religion’, and therefore wasn’t James’ intolerance of the Catholics that caused the Gunpowder plot but the tolerance he showed them instead. Many Catholics would say that due to James’ deliberately publicly announcing his ‘utter detestation’ of their faith that James deserved the plot to be against him due to the harshness shown towards their faith and beliefs, which we are able to infer via source 4 telling historians that ‘all priests [†¦] had been expelled and recusancy fines introduced’. Overall through the sources historians are able to infer that James showed a large intolerance towards the Catholic faith, whether it be through him own ideals or influenced by other, which then pushed them into believing that performing the Gunpowder plot upon the Houses of Parliament was for the greater good of their religion, and therefore the main cause of the gunpowder plot of 1604 was King James’ intolerance for the Catholic faith.
